According to the "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations, animals and plants imported into the country and their products must be accompanied by a quarantine certificate issued by the official animal and plant quarantine department of the exporting country. High-risk species such as plant seeds and meat should be included. The seizure must also be approved by the relevant national or provincial administrative department or the General Administration of Quality Supervision, Inspection and Quarantine before it can enter the country. In addition to the aforementioned high-risk test items, these waste papers also contain beef that is banned from entering the country—mad cow disease epidemic areas—and the problem is extremely serious.
