The catalyst-modified web-filler includes a web-filler carrying a nanoparticle carbon monoxide catalyst. The nanoparticle carbon monoxide catalyst may be a nanoparticle iron oxide catalyst. A smoking article is also provided that includes a cigarette tobacco rod having a wrapper comprising a paper web, a web-filler, and a nanoparticle carbon monoxide catalyst, wherein the web filler carries a nanoparticle catalyst. A method of making a wrapper and a method of making a smoking article using the wrapper are also provided.
