International Conference on Forest Certification was held in Beijing

To further exchange and learn from international advanced experience, to discuss the impact of forest certification on sustainable forest management and the opportunities and challenges faced, from October 30 to 31, 2018, the International Symposium on Forest Certification sponsored by the Chinese Academy of Forestry in Beijing Friendship Hotel was grandly held. The meeting was hosted by the Science and Technology Development Center of the National Forestry and Prairie Bureau, the Institute of Forestry Science and Technology Information of the Chinese Academy of Forestry, the China Forest Certification Council (CFCC), the International Forestry Federation 5.12 Subject Group and the US Department of Agriculture's Forest Service. The conference is attended by international organizations such as the International Tropical Timber Organization (ITTO), the World Wide Fund for Nature (WWF), the Nature Conservancy (TNC), the Forest Certification Scheme (PEFC), and the Forest Stewardship Council (FSC). Experts and representatives from Brazil, Italy, Austria, Germany, Moldova, Thailand, Malaysia, Indonesia, Vietnam, Myanmar, etc., as well as the National Forestry and Prairie Bureau, China Forest Certification Committee, domestic forestry research and teaching institutions, forest management units, certification bodies Nearly 130 experts and representatives from non-governmental organizations and forest products processing enterprises participated.

The meeting report was held after the opening ceremony. A number of experts introduced the situation of paper and paper products in the forest certification process. The certification of the Science and Technology Development Center of the Forestry and Grassland Bureau was published by Director Ling, entitled “Overview of China's Forest Certification Development”. It introduced China's forest certification under the new situation from the new tasks, new measures and key tasks of China's forest certification. Development ideas, and pointed out that some companies' paper and paper products, such as printing paper, household paper have been certified; Brazil PEFC / CERFLOR, National Institute of Metrology, Standardization and Industrial Quality Secretary Cristiane Mascarenhas made a report entitled "Progress in Brazilian Forest Certification" Reported that Brazil is a major producer in the world, ranking second in the world for pulp and eighth in paper, and noted that many Brazilian pulp, paper and biomass companies have participated in the certification; Alfred Pitterle, University of Natural Resources and Life Sciences, Vienna, Austria A report entitled "FORMUMIS - Identification System for Forest Multi-Purpose Measurement Indicators" was made, and an experimental production line for the production of cellulose nanocrystals by forest biomass was introduced.

During the meeting, the conference also introduced and discussed the situation and challenges faced by China's forest certification. Huang Xuanrui, Dean of the College of Forestry, Hebei Agricultural University, gave a report titled “China's Non-Wood Forest Products Certification”. The status of domestic non-wood forest product certification and future development ideas were discussed. Bi Jinzhong, an engineer from Qingyuan County Forestry Bureau, Liaoning Province The report entitled “Promoting Sustainable Forest Management by Implementing Forest Certification Mechanism” introduced the forest certification situation in Qingyuan County; Xu Bin, Director of the Sustainable Forestry Management and Management Research Office of the Institute of Forestry Science and Technology Information, Chinese Academy of Forestry The report entitled “China Forest Management Certification: Motivation, Impact and Challenges”.

This seminar demonstrated the fruitful results of China's forest certification system in the past 20 years and the broad development prospects of PEFC mutual recognition. The construction of China's forest certification system began in 2001. Through the joint efforts of various stakeholders, China's forest certification system was gradually built, and in 2014, PEFC realized mutual recognition. At present, China's forest certification covers forest management certification, chain of custody certification, non-wood forest product certification, bamboo forest certification, forest ecological environment service certification, production and management rare and endangered species certification, carbon sink certification and forest fire certification. It has issued 2 national standards and 23 industry standards. The certified forest area is over 8.75 million hectares, with 44 certified forest management units and 29 production and sales chain supervision enterprises. Seven major categories of non-wood forest products have been loaded into the market.

The meeting lasted for two days and arranged 25 conference reports. The participants expressed the trend of forest certification, certified forest products market, public procurement policy, chain of custody certification and timber legality tracking, certification mechanism innovation and policy optimization, Lin Issues such as product carbon footprint certification were discussed and communicated in depth.
