The express garbage collection system is not perfect, resulting in these packagings. Materials can only meet the needs of one-time use, and the promotion of recyclable packaging has certain practical problems. In addition, with the rapid rise of cold chain logistics, the problem of consumables recycling of cold chain goods is more worthy of attention. In view of this, Zhang Jindong made three suggestions.
Zhang Jindong said that it is first necessary to improve the relevant standards and supporting regulations for green packaging in the express delivery industry as soon as possible to improve practicality and operability. The national standards for green packaging and over-packaging in the express delivery industry should be formulated as soon as possible, and the green packaging utilization rate and recovery rate standards for the express delivery industry should be clarified; the service standards for express delivery and transportation should be formulated, the damage rate of express delivery packaging in the circulation link should be clarified, and the secondary usage rate should be improved; Packaging waste recycling system, clear safety, environmental protection, reliability, traceability and other requirements and technical standards; establish a non-environmental packaging exit mechanism, and gradually achieve full green packaging.
Secondly, Zhang Jindong proposed to formulate special support policies and incentive mechanisms to encourage enterprises to independently explore various innovative green solutions, encourage enterprises to innovate independently, and explore a variety of practical green packaging solutions. We can take targeted measures such as financial subsidies, tax incentives, administrative coordination, honor promotion, credit rewards and punishments, and more measures. Encourage merchants and express delivery companies to adopt green packaging, give policy and financial support to enterprises that use green packaging and promote the popularization of green packaging; encourage recycling of packaging products, encourage enterprises and express delivery enterprises that recycle packaging products; establish express packaging classification And recycling incentive mechanism to encourage businesses, consumers and express delivery companies to sort and recycle express packaging.
Third, Zhang Jindong proposed to strengthen the national green awareness, vigorously advocate a green lifestyle, and promote the environmental consensus of the whole people. In the whole society to promote and establish a green life concept, everyone shoulders the responsibility and responsibility of saving resources and protecting the environment. From the government to enterprises, increase the promotion of green packaging, encourage users to participate in packaging recycling and the use of green packaging through incentive mechanisms, and continuously enhance green awareness.
